What is a ZTL, and which Italian cities have one?
A zona a traffico limitato is a permission zone, not an emissions zone. There is no national vignette that admits you — access is granted zone by zone by the comune, sometimes for a fee, and cameras at the entrances photograph every plate that crosses.
